Madam, Based on the results from the Ross Weather Station for the week 29 December 2008 and which were printed in the Ross Gazette on January 7th, 2009, I have calculated that the average weekly temperature was minus 1 degree C.

If  this is correct can anyone tell me if senior citizens in this area will qualify for a cold winter payment as the average temperature was less than zero Centigrade for seven consecutive days.
