The Forest Council has entered the first stage of the process to declare a “biosphere” in the district.
An initial nomination form has been submitted to the UK Man and the Biosphere Committee for consideration.
If the nomination is accepted, a full application will be made in September.
There have been calls from some local organisations who are concerned about the implications of biosphere status to “pause” the application.
A council spokesman said: “UNESCO Biosphere designation is best understood as a badge of recognition, not a rulebook to follow.
“It is an internationally-recognised way of highlighting what makes the Forest of Dean District distinctive, helping to raise awareness, attract positive attention, and support the area’s long term future.
“This bid is about recognising and celebrating what already exists, supporting local traditions and enterprise, and helping ensure that the skills, knowledge, and customs that define the Forest are valued and passed on to future generations.
“This work is not driven by political agendas. Biosphere status does not change planning rules, introduce new regulations, alter land ownership, or affect existing legal rights.
The approach is voluntary…and designed to support and help communities rather than impose upon them.
