A HYBRID planning application has been submitted for the construction of three detached dwellings on land in Peterstow which already has permission for a bungalow and a pair of semi-detached buildings.

The applicant’s agent Tompkins Thomas Planning states that a fresh application has been submitted to Herefordshire planners for the proposed development on land opposite Pippins in Peterstow due to the restrictive description of development on the extant permission.

The current application is seeking full planning permission for the principle of development site for the three self-build plots, access, access roads, boundary treatments, and drainage infrastructure; and outline planning permission for all other matters.

The proposal has been designed to facilitate the delivery of self-build housing through serviced plots.

The site lies within Flood Zone one and a drainage strategy demonstrates that both foul and surface water can be satisfactorily managed on site. Ecological surveys conclude that the site is of low ecological value and that development can proceed without significant ecological harm.

The applicant states that once outline planning permission has been obtained the plots will subsequently be sold to self-builders who will design the dwelling to meet their needs and apply, individually, for the reserved matters for their plot.

The application site, covers an area of approximately 0.375 hectares and forms part of a larger field which continues beyond the site to the south and west, comprises a parcel of agricultural land located on the southern edge of Peterstow, fronting the lane opposite Pippins and Churston. The site is broadly rectangular in shape and enclosed by a mature roadside hedgerow.

The agent states that the character of the surrounding area is defined by a varied collection of individually designed dwellings which have evolved organically over time adding: “Development along this part of Peterstow lacks a uniform architectural style, comprising a mix of dwelling types, scales and materials.”

The scheme proposes use of two accesses, the existing field access in the north, and a new access further south. The access arrangement is exactly as it was for the extant planning permission.

The agent stated in conclusion: “This scheme that whilst being outside of the settlement boundary for Peterstow, however, the Council has already approved a development of three dwellings at the site whereby the effects of such a development have already been confirmed as acceptable.
