There are concerns that the rubbish that keeps piling up in Pigs Alley could cause a serious accident.
Rubbish bags are often left on the ground and are difficult to see at night, meaning anyone passing though are at risk of falling over them.
Resident Warren Davies has already had to help people who tripped up on the stray bags.
He told the Ross Gazette: "I moved to Ross because how how pretty the town looked. These bins that are being frequently disregarded in the alley are unsightly.
"The residents of Tudor House have been provided with large wheely bins by their landlord and they have strict rules and regulations by the landlord regarding where they should put their bins."
