Madam, Noting the 'Another collision.' story.
Whilst the junction in question is a tricky one due to the angles involved, as a nearby resident I'd have to agree the more likely cause of collisions is the speed already suggested that some folk like to go (rather counter-intuitively) UP Edde Cross St.
By the point in question, I have too often seen cars hitting 60mph. Any driver trying to pull out has no chance if looking down, up, back down and up again. Hence in impacts I hope the police and insurers are thorough in the investigations on who was doing what.
I might add that huge vehicles such as buses and cement lorries also like to gamble with their brakes and licences in both directions, and at certain points their wing mirrors can be a real hazard to all, on top of the speeders who are a huge risk, especially to kids and the elderly. Cameras would not work as they are seen as a challenge to toy with (and are much more needed on dual carriageways, for safety), while traffic calming measures would cost a lot and simply give the big stuff more things over the potholes to whack and cause further home damage.
I'd suggest a 20mph limit, with some actual enforcement if the authorities can find the time and energy. They might even make some money too, if that helps, as I know this seems the limiting factor on everything these days, even safety.
