THE scourge of dog fouling is back. Despite the threat of a £80 fixed penalty notice, SOME dog owners in Ross are still flouting rules and regulations and allowing their dog to do their business on public footpaths, without clearing up after them. And some residents have had enough. Including a furious Mrs Fowler, whose seven-year-old granddaughter, Taylor, smartly dressed with brand new shoes ready for the new school term, had the misfortune to tread in a pile of dog excrement on a public footpath near the children's playground at the junction of Roman Way and Archenfield Road on Monday morning.
