The Larruperz hosted the Annual Town Meeting on Monday night, April 29th. The meeting is called every year by the Chairman of the Ross Town Council and gives the public the chance to listen to the annual report of each Council committee. This year Caroline Bennett, of the Ross Town Plan Progress Group, and Dennis Humble, of Sir Grow A Lot, were invited along to give presentations on their respective group's progress.
Here are the key points of the meeting:
• On May 29th the Town Council will meet with Herefordshire Council to discuss taking control of the markets in Ross.
• Ross Town Council currently has £351,000 held in reserves. Councillor John Edwards noted that much of that money was ring-fenced for fixing weather-related damage in the town and that they needed to keep enough reserves in order to cover the precept "just in case Herefordshire Council ever went bust!"
• Cllr Edwards, in his report of the finance committee, also reaffirmed the Council's decision to lower the precept and that Ross Town Council are one of the few councils to do that.
• The Mayor, Councillor David Ravenscroft, noted the importance of the Freedom of Ross being given to the Rifles Regiment on July 13th.
• In her Ross Town Plan Progress Group presentation Caroline Bennett said that they were waiting for Amey to put up the signs that would signal the trial of traffic alleviation on Gloucester Road.
• Sir Grow A Lot's Dennis Humble said the group are well ahead in terms of their target for number of growers. The scheme had targetted 28 new growers in the first two years but had already accrued 37 in the first two months.
• Members of the public questioned the Council on why rate payers were liable for the repair of walls at St Mary's Church. David Ravenscroft explained that once a graveyard was closed the responsibility of the walls transferred from the church to the Council. He noted that at a Market Town Forum meeting he had attended, another town council who had failed to repair a wall that they were responsible for were liable for a claim when a member of the public tripped on remnants of a damaged wall.
• Another member of the public expressed his disappointment at the low turn out at the meeting – an opinion shared by the majority of people in the room.
