Madam, The article in Farming and Rural Life, pertaining to canoeists and their support of the Wye Valley economy, in the Ross Gazette, November 16th, speaks volumes with respect to Ross, and Wilton in particular.
As a licensee, I have first hand experience of how important these growing numbers of 'adventure tourists' are to a tourist-orientated town, such as Ross. At the very least, there should be a broad and structured approach, including the local councils, in which local businesses are encouraged and assisted in optimising this valuable commodity. Having attended a couple of Parish Council meetings, however, what appears most conspicuous is the pervading level of hostility towards canoeists and their respective service providers.
Your writer also mentions the paucity of camping facilities with which to accomodate the influx of canoeists. This is another bone of contention. Some local businesses have provided this service, both professionally and with the blessing of their local residents but it has occurred under constant sniping from local authorities.
The cri de guerre by Local Government Minister, Grant Shapps, may offer some hope to local business but there is an unknown element to this initiative. Under the upcoming Localism Bill, Parish Councils will be obliged to take a much more constructive role in support of local business.
The bill allows for the allocation of financial support in various ways. This can be done through community services, business rate discounts and even, where appropriate, funds for tenants to acquire freeholds. This will happen only, when all parties concerned share a common vision of how best to manage the town's natural resources and maximise its commercial potential.
If we are to believe in David Cameron's, already, derisory 'Big Society', in which Parish Councils wield a much greater say in local affairs, we can only hope that the necessary checks and balances are in place.
If not, be afraid. Be very afraid.
