A HYBRID planning application for a residential development of 10 self-build dwellings on land along Archenfield Road, has been submitted to Herefordshire Council.

The application for 10 dwellings on land at Lower Cleeve Farm is seeking outline permission for the individual self-build plots.

The site is said to have a capacity of between 16 to 18 dwellings however the applicant, Oakwrights have submitted a lower density form of development is necessary to accommodate self-build plot requirements, biodiversity net gain delivery with landscape mitigation and heritage considerations.

The applicant’s agent, Tompkins Thomas Planning, states that the proposed 10 dwellings represent the optimum capacity of the site.

The agent added: “The proposed development is intentionally landscape-led. Built development is concentrated within the most contained parts of the site adjacent to existing housing, whilst a substantial area of open space, biodiversity enhancement and sustainable drainage infrastructure is retained along the western edge.

“Existing hedgerows will be retained and strengthened, along with extensive new native tree and hedgerow planting being undertaken, species-rich grassland will be created and a landscaped infiltration basin will provide both ecological and drainage benefits.”

The site comprises an irregularly shaped parcel of agricultural land covering an area of approximately 1.1 hectares. The site is currently in arable use and is enclosed by established mature hedgerows along all boundaries, providing a strong degree of containment within the surrounding landscape.

The site has previously been allocated in the Ross-on-Wye Neighbourhood Development Plan for the delivery of new homes.

Full planning permission is sought for the principal infrastructure required to facilitate the development, including the site access, internal road network, structural landscaping, biodiversity net gain, surface water drainage infrastructure, foul drainage infrastructure and

associated engineering works.

Outline planning permission is sought for the individual residential plots, with all matters reserved except access.

Following the creation of the serviced plots, individual self-builders will be able to purchase plots and submit their own planning applications for dwellings designed to meet their specific needs and aspirations.

The proposal therefore provides a mechanism for delivering genuinely bespoke housing whilst ensuring that the overall form, character and infrastructure of the development are comprehensively planned from the outset.
