MADAM, I write with regard to the roadworks at the Morrisons entrance in Mill Pond Street.

As a shopkeeper in Ross, I have noticed a pronounced drop in business since the traffic lights were set up outside the supermarket to allow road works to be carried out.

I have heard a lot of complaints from other people in the town about Morrisons, who, it is assumed, are carrying out this work.

Upon further enquiry, I have discovered that the work is not actually being done by Morrisons, but on behalf of Herefordshire Council, who are using money provided by Morrisons as part of their Section 106 agreement to make improvements to the roundabout layout.

Section 106 money is required in law to be paid to a planning authority in return for planning consent on projects over a certain size, and the money is used to carry out infrastructure improvements related to the planning permission.

So instead of complaining about Morrisons and the disruption they are assumed to be causing, we should acknowledge that this work is being carried out to improve the road infrastructure in the town and urge the county council to get on it with as quickly as possible so that Ross can get back to normal.
