Madam, In response to your reader Peter Martin (Letters, 29 May) I wanted to clarify when a TV Licence is needed. The law is clear. If you use a TV, computer, laptop, mobile phone or any other device to watch or record programmes at the same time as they are being shown on TV then you need a licence. If you own a device but do not use it for this purpose, then a licence isn't needed.
Mr Martin is therefore correct in his understanding that if you only ever watch DVDs or videos, or catch up TV, you do not need a TV Licence. We know fewer than one per cent of people exclusively watch catch up and do not watch any scheduled TV at all. So the overwhelming majority of households require a TV Licence for their usual TV viewing.We ask those who do not need a licence to get in touch to let us know.
