Madam, It was obvious 13 years ago that we should fix the drains before we tarted up the roads, and I read your various reports of the Herefordshire Council's recent strivings to achieve greater efficiency in these difficult times with some interest.
This has beome government policy; anything that we can manage without must go at once, although not the cobblestones. It then occurs to me that I found wanting the reference section of the library a while back.
But this council still seems to have plenty of money to spend on non-essentials, and manages to keep it secret. So I take it that we can expect a reduction in council tax in this coming year.
