Madam, After discovering that I now hate accordion music, I thought I would ask our 'ever helpful' Herefordshire Council whether Romanian Accordion street buskers need some sort of music license to perform live music. I was informed by a Janet Price of Licensing that they do not: "because it is classed as spontaneous".
Can someone tell me how it is that playing (badly) the same one tune endlessly for up to eight hours, three times a week, in the same location is, by any stretch of the imagination, 'spontaneous'?
I think we should be told what is going on.
