Ross Town Council is looking for service-users or local groups who would like to share use of the Homs Road Car Park, as they have already agreed to take on this site from Herefordshire Council.
The Town Council approved a request to Herefordshire Council for the transfer of Homs Road Car Park under its Community Asset Transfer Scheme. Councillors agreed at the meeting of June 13th to the transfer. The proposal was made by the Amenities Committee to the full council, which at that time in the meeting, had requested that members of the public and press were excluded from the meeting.
According to the minutes there was some discussion and Councillor Bartrum proposed that the Clerk should ask Herefordshire Council if they would be willing to enter negotiations about the proposal. However as only five Cllrs voted in favour, there were two abstentions and seven against, the amendment failed.
The Amentities Committee recommended that part of the car park be used for secure parking and storage for the Town Council’s vehicles, tools and equipment. They want the disused buildings to be reinstated and used as a workshop and to provide welfare amenities for the staff. It was agreed that the remaining car park be left as it is, but on a free of charge basis.
The transfer will not cost the Town Council anything as compensation to Herefordshire Council for a loss of revenue but the Town Council will be responsible for maintenance.
This proposal was voted on and ten Councillors were infavour with four against.
